We, as North Carolina business leaders, understand that a strong economy and a thriving workforce require healthy families. Right now, too many hard-working families are uninsured. In fact, about two-thirds of all uninsured adults in North Carolina work. They are construction workers, farmers, child care providers, and even veterans. We urge the North Carolina General Assembly to achieve a bi-partisan solution to close the health insurance coverage gap. Now is the time to act. There are proposals on the table that would require no investment of state tax dollars and closing the gap would create an estimated 37,000 jobs and billions in economic activity. Much of this economic activity would benefit our rural communities and other areas most in need of an economic boost. Closing the health insurance coverage gap is a good deal for the health of North Carolina families and for our economy. We urge you to work together and achieve a policy solution that closes the health insurance coverage gap.

As a North Carolina faith leader/ community of faith, I/we endorse the following statement:

We, as people of faith in North Carolina, believe that the Lord brings good news to the poor, binds up the broken-hearted, and comforts all those who mourn. We believe that when we work to ease the burdens of our neighbors who are struggling the most, we are caring for God. And, we believe we are called to follow our God by doing good, not only in the halls of our congregations, but by seeking justice in the wider world.

That means we cannot stand silent when presented with the opportunity to provide healthcare coverage for hundreds of thousands of our brothers and sisters. We understand that a community cannot flourish while its people lack access to affordable, quality healthcare. Healthy families are the bedrock of our communities of faith and of our local economies. Uninsured North Carolinians include members of our congregations, pastors, child care providers, farmers, construction workers, small business owners, neighbors, and friends. We urge the North Carolina General Assembly to work together across bi-partisan lines to close the health insurance coverage gap for all of these children of God.

Care4Carolina to Sunset as Medicaid Access Expands Across North Carolina

RALEIGH, NC (February 27, 2024) – Nearly ten years to the day when organizers held their first meeting, Care4Carolina is set to wrap up operations on its successful quest to expand access to Medicaid for hundreds of thousands of North Carolina residents. Officially launched in 2015, Care4Carolina took on that growing health care challenge by forming a coalition (under a 501(c)(3) blanket) with the belief that access to quality, affordable health care helps build a healthier, stronger North Carolina.

On March 27, 2023, Care4Carolina’s advocacy efforts met their intended result as North Carolina became the 40th state to expand Medicaid when Governor Roy Cooper signed House Bill 76. The expanded coverage went into effect on December 1, 2023, for individuals that were not eligible for traditional Medicaid and do not qualify for a premium subsidy on the health insurance marketplace. 

“Care4Carolina was formed to do one thing: find a solution to close the health insurance coverage gap in North Carolina,” says Care4Carolina Executive Director Abby Emanuelson. “We long believed that, while difficult, closing that gap through the expansion of Medicaid was achievable. Our partners in this effort helped us form one of the most unlikely bipartisan, cross-industry coalitions ever assembled in North Carolina – and we succeeded.”

While bringing aboard 200-plus health, business and faith organizations, Care4Carolina organized and facilitated an informative and constructive movement. The organization not only took the lead in support for Medicaid expansion across the state, but served to inform new and existing members of the NC General Assembly of the economic and health benefits of expansion, and implemented a public media campaign focused on the benefits of expansion.

“The name of the legislation that took Medicaid expansion over the finish line was HB76 – and the ’76 strikes me as very telling,” says Care4Carolina Chair Peg O’Connell. “This campaign was successful thanks, in part, to its bipartisan approach, strong partners and visionary leadership in the North Carolina state legislature. It has been a stirring affirmation of our democratic system – a reminder that the principles upon which our country was founded in 1776  are alive and well.”

Care4Carolina is continuing its advocacy efforts by promoting enrollment opportunities to approximately 600,000 North Carolina residents who can now benefit from the expansion. Coalition leaders are also joining key legislators to advise other states such as Georgia, Florida and Mississippi on how to close their coverage gaps – giving NC clout and prestige far beyond its borders.

The organization is expected to officially sunset in the spring of 2024. Its archives and coalition materials will be housed with the North Carolina Alliance for Health.
